The Perfect Stop to Stupid Law Suits

We've all read about it, woman spills coffee on her at McDonald's and gets millions for her stupidity.  A burglar breaks into a home breaks his leg, sues the homeowner and gets millions.  Now a lady is suing Airline companies because of turbulence....Where does the stupidity end?  Well I have one solution that may just help put a stop to the stupidity.  Here is my plan....A lawyer that takes a case and files a lawsuit of such stupidity has the case thrown out as frivolous. He in turn is given the right to appeal the judges decision to call the case frivolous.  If the appeal is held up by the appeal court then the attorney is fined $20000.  It's simple, easy, and with all the stupid law suits out there, the money collected for wasting tax payers dollars would really help the deficit, and would help to pay for any hiring, hence good for the unemployment rate, of any extra court people needed to help in the law.  The only people that loose out are the idiot attorneys who take such stupid cases.
